TIME & PLACE:  7:00 PM on Thursday, November 3, 2016 at the Moorage Office (C-7) located at 2630 N. Hayden Island Drive, Portland, Oregon, 97217

 Board Members Present:

Order of Business

§  Tax and Insurance set aside of Reserves Total  $$37,244.00

§  Submerged land lease – received final copy back and has been filed. – It lasts for 15 years, until 10/1/2031

§  Downed tree – (Nancy) – There is a downed tree in the swale, leaning over, lost in last wind storm. Primativo will take care of it, during scheduled willow tree trimming. Money is in reserve

§  Signs and hillside replanting update –(Rick) – Rick spoke with the manufactured home park again. They now have signs up; three at the corner. They say that they are talking to Rudy at Island Landscaping about replanting. Rick provided them with a newspaper article about city fines for inappropriate tree cutting. They appear to be cooperative, but slow.

§  Gutters – Jim cleaned out the scuppers, and re-nailed the gutters because one was loose from the weight. There was a mass of pine needles in the ones in the NW. Jim will get a bid on cleaning the gutters that need it.

§  Garage moss growth (George) – North side of the garage is getting overgrown with moss. Jim will include that with the gutter cleaning bids. Jim recommends we put gutter cleaning on a yearly basis. That will need to be considered during budgeting.

§  Resident issue with the resurfacing– During the resurfacing and repainting, a resident drove over the curb just inside the inbound gate while it was being painted and got paint on his tire. He has sent a letter requesting that the moorage reimburse him for the cost of the tire, due to his belief that the resurfacing company’s cones did not leave him enough room and the curb was not marked to indicate wet paint.  

·         Extensive discussion of the issue. There was consensus that the resident’s action in driving over the curb to avoid the cone was inappropriate; he could have gotten out of his vehicle and moved the cone instead of driving over the curb. The BOD is in unanimous agreement that the moorage is not responsible for the resident’s tire.

·         Secretary to send email to the resident.

o   Fire, Security And Safety – George Heiskell

o   Parking sticker email update – Brad will send out notifications to residents and update the database before handing it over to George.

o   There is a question of the drain for the stand pipe.  George hasn’t been able to find it. Jim will call a plumber, Rob, and then will talk to George.

  • Architectural Review – Brad Pendergraft

§  Jim will take over ARC

      o   By-Laws, CC&Rs And Rules – Nancy Lindgren

§  No repor

o   Violation & Adjudication – Rick Ruffo

§  During Treasurer’s review it was found that there is an outstanding fine from a previous violation. Nancy will email resident.

  • Other

§  Nancy has taken over responsibility from Walt for managing resident gate codes. There was an initial problem with transitioning, but the computer modem fixed, gate program is now running.  Landline has been located. All is well.

§  We have received permission from #51 to go into the garage if necessary. This is necessary because the box for the alarm system is located inside the garage.
