MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS OF WEST HAYDEN ISLAND MOORAGE OWNERS ASSOCIATION

 

TIME & PLACE: 7:00 PM on Wednesday, June 2, 2010 at the Moorage Office (C-7) located at 2630 N. Hayden Island Drive, Portland, Oregon, 97217.

Order Of Business

 

 

  • Treasurer's Report - Ann Jacobsen, Treasurer
  • The Treasurer announced that all monthly HOA fees have been received with one received after May 31st
  • Expenses are ($5,980) under budget for YTD 2010
    • Landscaping under budget ($3,800) due to planned bark dust project which will be completed this summer and General Mnt under ($2,370)
    • Water is under budget ($600) for May, but sewer is lower than normal
  • Cash reserves total $367K at Schwabe
    • We will purchase additional short-term CDs
  • A motion was made and carried to approve the Treasurer���s report

 

  • Standing Committee reports

 

  • Facilities & Grounds - Clyde Cornell

��         Garage floors deteriorating

o        Richard Fischer met with contactor

��         Solution is orbital pressure washer, followed by 2-part urethane sealant

��         Initial estimate is $1,100 per garage but add���l bids will be procured

��         Pressure washing walkways

o        One bid thus far at $1,225, will seek add���l bids via Angie���s List

��         Work Party resulted in 95% completion

o        Appr. 46 owners were able to participate���Thank you!

 

  • Fire, Security And Safety - Pat Buescher

��         Suggestion to Beautification Committee to plant long-thorned vegetation at potential fence climb-over points

 

  • Architectural Review - Lorraine Creek

��         ARC Dock Walk

o        Nancy Lindgren reported many fewer violations this year���Moorage is looking good as a whole

o        One owner has violation from last year which was submitted to the Violation & Adjudication Committee for recommendation

��         One owner submitted a letter to the BOD, formally alleging ARC and other violations within the moorage:

o        Tarps covering boats/materials���ARC and BOD are OK with tarps so long as they are neat and not weathered, and are appropriately secured

o        Boats in disrepair:  No specifics mentioned but ARC will look into

o        3 homes exceeding slip footprint:  ARC will investigate

o        One owner having outside contractor work performed on numerous weekends:  BOD unaware of this but will send reminder to owner

 

  • By-Laws, CC&Rs And Rules ��� Charlie Arkebauer
    • No new business

 

  • Violation & Adjudication ��� Ann Jacobsen
    • One owner alleges a neighbor���s two dogs broke loose from their slip and attacked owner���s dog:  Referred to the Violation & Adjudication Committee for recommendation.
    • It was noted that other dogs have been seen unleashed and some have attacked other dogs: BOD will ask Secretary to remind all owners of responsibilities regarding pets

 

  • New Business
    • Summer Projects
      • Bark dust (budgeted) and garage painting (long term project using reserve funds) will begin the bidding process for summer completion
    • Beautification Committee requested that one of them be liaison to landscaper
      • Past problems occurred when landscapers took orders from whoever was passing by
      • Current sprinkling schedules are wasteful and hindering plant growth
      • BOD is happy to extend that responsibility to this committee
    • Beautification Committee would like to explore replacing worn entrance sign
      • BOD approves and looks forward to recommendation
    • Electric cars: Mike Maiden initiated discussion on what appears to be a future certainty
      • Garages do not currently have sufficient amperage to support charging
      • Should individual owner be metered and pay for car charging
      • Should we install car charges within parking lot
      • Mike to form committee with Paul Buescher and, hopefully, CW Taylor to explore looking ahead concepts
    • Recycling:  Pat reported that recycling may be more sternly regulated in the future
      • Metro has ���Master Recyclers��� program, willing to instruct homeowners on recycling
      • Will check on possible dates to hold seminar

 

  • Reminder Date, Time, & Place for the next Board Meeting.  This meeting will take place on July 1, 2010 at 7:00 PM at the moorage office.
