Order Of Business

·        Call to Order; Determination of Quorum.

o       The President called the meeting to order and announced that with 4 Board Members present, a quorum was established.

·        Reading & Approval Of The Minutes Of Previous Meeting

• The Secretary e-mailed out minutes from the previous meeting.

• Moved, seconded and passed unanimously to approve August’s Board Meeting minutes

• CW noted Nancy Cornell will take minutes tonight in Clyde’s absence

·        Treasurer’s Report – Pat Buescher, Treasurer

• August’s expenses were over budget

  • Water was over budget $900

  • State land lease expense of $7,700 partially offset by insurance refund of $4,200

    • Refund due to gazebos improperly being insured

• For the year to date, expenses are over budget by $1,800

  • Water is over $5,900 – Legal $5,800

• Cash reserves total $326,000 with Schwab

• Pat will retire from Treasurer position in January

  • Handing over mailbox keys to CW

  • Wonders if Treasurer should be bonded

§         Bark dust project has been shelved for next year

o        Will include in 2010 budget

§         Steve mentioned that some irrigation pipes have been whacked by weed eaters, east side

• Fire, Security And Safety – Steve Weisensee

§         Harbor Master inspection follow-up, two items remaining…

o        Slip #40 must install a slip number visible from walkway

o        Broken conduit under the ramps

§         CW will repair

§         Ramp lighting…A temporary lighting system will be set in place to test for sufficient light before adding additional lights

o        No report

• By-Laws, CC&Rs And Rules – Lorraine Creek

  • Prospective owner/tenant CC&R addition has been recorded with the County

• Violation & Adjudication - Pat Buescher

§         Committee created a draft of “living on the water” FAQs

o        Several members of BOD reviewed and made recommendations

o        Pat will edit and issue new draft

·        Long Range Planning

• Complete pending new information, this item will be removed from the agenda

New Business

• Each owner must maintain a minimum of $1.0m liability insurance, is this occurring?

  • Proof from insurance company must be on file

  • Clyde to review owner files and update status

• Oregon law requires all construction contractors to be licensed and bonded, is this occurring?

  • Responsibility of owners to follow laws and hire licensed contractors

    • Per a 3^rd party insurance agent, liability falls to owner as well

• Appreciation for Police BBQ is September 19^th

  • All owners invited, bring food, drink and donation to police charity

  • BOD approves up to $300 to spend on food

  • Volunteers to take police for boat rides

    • Boat operators need to watch their alcohol intake

• Two BOD positions will open next year

  • CW asks owners to start brainstorming on replacements for he and Steve
