· Call to Order; Determination of Quorum.
o The President called the meeting to order and announced that with 4 Board Members present, a quorum was established.
· Reading & Approval Of The Minutes Of Previous Meeting
The Secretary e-mailed out minutes from the previous meeting.
Moved, seconded and passed unanimously to approve June’s Board Meeting minutes
· Treasurer’s Report – Pat Buescher, Treasurer
June’s expenses are on budget for the month
Water, landscaping and legal fees were over budget, landscaping is a timing issue
For the year to date, expenses are under budget by $3,000
Water is over $3,200 – Legal $4,400
Cash reserves total $307,000 with Schwab
Pat recommends limiting spending to only “must do” projects until we see final results of the #32 situation, Board agrees
HOA dues, two owners are in arrears, one paid a partial payment this week

Standing Committee reports
Facilities & Grounds – C.W. Taylor
§ CW procured two additional bids to cut and remove trees in danger of falling
o Original bid was $12,000 for 5 trees
o New bids are $5,300 for 16, and, $8,700 for 22 trees
o CW will work with low bidder on price for 22 trees, if they come in with the same price per tree, we will accept their bid and work can commence
o Moved, seconded and passed, owners will receive notice when project begins
§ Bark dust project was placed “on hold” to maintain cash reserves
§ Landscaping has repaired many broken sprinklers
o When parking, please don’t pull all the way up so sprinklers can spray
Fire, Security And Safety – Steve Weisensee
§ Auto repair (racing) at corner of driveway parks trucks and trailers along driveway
o Last meeting, Mike Maiden reported an unattended trailer parked in driveway
o Clyde left message with landlord’s representative, reaffirming that it is OK to park along driveway to load and unload, but must be someone present who can move the vehicles in emergency, otherwise vehicles should be parked on the street
§ Walk-in gate can be opened without code
o Steve has a new spring closer and powder-coated mesh to install, will prevent someone reaching through and unlocking gate
§ The Fire Marshal has not preformed an inspection yet
o Reminder, this time of year, hoses must be attached to hose bibs on walkway side of each home (or on side(s) if bib not located on front)
o We will also get our fire extinguishers serviced this month
§ Real estate sign moved out front, blocks our address sign
o Could be a safety issue if emergency services can’t find address
o Rick Ruffo has contacted realtor to have it placed elsewhere
Architectural Review – Clyde Cornell
o Follow up to ARC’s dock walk will take place July 7th by Jimme’ and Nancy
By-Laws, CC&Rs And Rules – Lorraine Creek (absent)

Violation & Adjudication - Pat Buescher
§ Esther has resigned from committee, opening up a position
o Interested persons may contact Pat
§ Committee created a draft of “living on the water” FAQs
o No one on BOD reviewed them
o We promised Pat we will review
§ #32 has been leaving trash on the deck for days at a time
o This is not first occurrence
o Owner was notified, e-mailed tenant
o BOD moved, seconded and passed penalty for this Rule #99 violation will be $100 per day, beginning 24 hours following notification to owner, and in the future no notice will be given and a $100 per day fine imposed immediately upon violation
· HINOON & Columbia River Crossings Project – Neighborhood Rep., Esther Wright
Jimme’ Peters and Cheryl Lund attended and spoke at the City Council Meeting regarding the West Hayden Island Plan, Esther had the following notes…
There is a fear that the Port will attempt to obtain approvals to build a bridge on the west end of the island
Also fear that Port will attempt to build a terminal at the west end
Esther and Columbia River Crossings encourage as many island residents as possible join the CRC committees to steer future of West Hayden Island
The bridge construction will result in additional dust and noise, and traffic delays
Next meeting is Thursday, July 9th
· Long Range Planning – Charlie Arkebauer
Pat needs to have updated information for long-term budgeting
Need to include bark dust and ramp lighting projects
· Ramp Lighting – Mike Maiden
Received two bids to replace and add to existing fixtures (brick lighting)
One for $9,485 and another for $11,427
20 lights on east ramp, 12 on west
Would install motion sensor so not all are on all night
Brick fixtures run $90 apiece
Conduit not flexible and has pulled apart with expansion and contraction of ramps
Some lens are missing from brick fixtures, water may get in
Project is on hold to maintain cash reserves
New Business
Clyde informed BOD that the petition to add CC&Rs to pre-screen prospective owners and tenants is one signature shy of passing
New CC&Rs address new owners and tenants
Suggested that the By-Laws, CC&Rs And Rules Committee review current rules and make recommendations
