· Call to Order; Determination Of Quorum. The President called the meeting to order and announced that with all Board Members present, a quorum was established.
· Reading & Approval Of The Minutes Of Previous Meeting
The Secretary passed out minutes from the previous meeting.
§ Moved, seconded and passed unanimously to approve November Board Meeting minutes.

On target for November.
Property taxes are paid.
Under budget by ~$14,000. Will be close to that for the end of the year.
Balance Sheet.
Assets – $3,683,648.37
~$7,000 in checking.
~$259,000 in Schwab account.
Total in Checking & Savings - $265,706.16
Aging.
Watching Assessments receivable closely. One slip is behind. That isn’t bad considering the economy.
Schwab Account
Took ~$15,000 out of cash to pay property taxes.
Never adjusted the reserves contribution we had decided on starting in February. That came to ~$2700 additional that was transferred to reserves.
$258,623.22 Total in account.
$165,000 in CDs with interest ranging from 3.35 to 4.75% and maturity dates from May ’09 to Sept. ‘12.
$91,961.22 in high yield MM (1.60%).
$1,661.25 in Cash.
Moved and seconded to accept the Treasurer’s report. Passed unanimously.

Facilities & Grounds.
o Spare Sewage pump has been purchased – stored in equipment garage.
o We paid a little over one-half what was budgeted (~$1300).
o Want to thank Mike Williams for acquiring it for us.
o Stoner has repaired lights – Steve was asking if we have received bill.
o Turned out that fewer lights were out than we thought because a circuit breaker was tripped
Fire, Security And Safety
o Report of car breakins wasn’t in our moorage.
o Residents are reminded to lock their doors and keep valuables (including remotes) out of sight.
Architectural Review
o Received a complaint about furniture placed on front deck of #42.
o Complaint about #55.

§ Steve – You need to follow up and check conditions at premises – those issues were already cleared up.

o HINOON & Columbia River Crossings Project – Neighborhood Representative Esther Wright.
Increase in car break-ins was outside our moorage. Residents are still reminded to lock their doors and keep valuables (including remotes) out of sight.
HiNoon Meeting is next Thursday
Police want volunteers to walk parking lots and place flyers warning people to lock car doors and keep valuables out of sight.
Budget Projections & Inputs.
Increased projections about 3% unless we were in contact with the vendor/service – for example water will go up 9.5%.
Want to keep assessments at same rate at least until Long Range planning is done.
Our reserve assessment is currently ~20% of total assessment – we shouldn’t increase this without knowing what our long range expenses are estimated.
Charlie – what is the interest rates of our CDs – answer – 3.35% to 4.75%
2009 Vote.
IRS Ruling 70-604 - Excess Income will be ~$12,000.
Board Position #5. Walt made a point that if no one has stepped up, the By-Laws say that the board will appoint someone.
Parking Issues.
CW – the problems seemed to get cleared up just by posting notices.
Christmas Ships nights -Thursday, 11th and Friday, 19th.
CW – suggested that we allow people to park parallel in front of garages.
Walt – we shouldn’t allow any parking in front of garages. It could create a fire hazard if both sides are covered on the back side. Others agreed.
Walt will write a notice telling owners to not allow guests to park in front of garages and encourage carpooling.
Long Range Planning – Charlie Arkebauer
We are getting closer to some final estimates.
Dredging - Order/take soil samples – will need to get a price.
Some expenses were considered normal maintenance as opposed to Long Range.
§ New Business
Internet WiFi for moorage – Skip has a friend who gave him some info.
$46 per connection and – 2 connections would be needed.
Walt - $46 might be a residential line but a commercial line runs more like $120.
Skip will ask his friend to give us a proposal.

Skip – we may need to change password on website.
Pat – Esther Wright wrote an article that was featured on Angie’s list.
Skip – Lower moorage has a website that is interesting. It has points of contact, etc.
