o The President called the meeting to order and announced that with all Board Members present, a quorum was established.

o The Secretary passed out minutes from the previous meeting.

Fire, Security And Safety
o Pulsed IR Beam Alarm

§ Phillips~$3500 + $255 for second siren and light + $81 permit.
o Gate replacement proposal Pat - ~$7800
o Approximately $11,600 total for both improvements.
§ Steve see both the beam and the gate as first lines of defense.
§ For some reason slats in the fence throw a curve to the burglars
§ CW Only wanted to do the beams for now.
§ Steve if we take the expense of the gate and divide it by 56 slips, it comes to $202 per slip.
§ Walt The problem with either of these fixes is that its not protecting our garages from break-in.
§ Walt We need to protect our garages by installing alarm systems.
§ Steve We need to protect our perimeter first.
§ CW The big picture is that the break-ins start by the thieves entering the moorage, then they break into cars, then they try the garages.
§ Walt Suggest we offer members the opportunity to have a say in this decision Gate? Beams? Alarm Garages?
§ Lorraine We need to be proactive by a 2 prong approach. 1. We install beams and pay for it out of reserves. 2. We also need to actively solicit input from the membership on whether we should expend funds on a new gate.
§ CW We were elected to make these decisions so lets not go the route of asking the membership for opinions.
§ Pat Moved to expend reserves to install outdoor beams and upgrade the existing gate. Motion seconded. Motion passed with a vote of 4 yeas and 1 nea.
§ Additional questions gate plans how about other pieces everything will be 6 or higher existing operators can still work.
o Damage to fire extinguishers - Damages and repairs will be billed to the person responsible for damage.
Architectural Review
o #15 wants to repaint, new roof and new deck ARC approved.
o #37 requested to build a fence ARC unanimously denied.
o Lorraine handed out ARC violations to the Board members and will be sending them to other members as well.

o HINOON & Columbia River Crossings Project Neighborhood Representative Esther Wright
HINOON sent letters to various councilors, Etc. expressing their preference for the new bridge with light rail option for CRC.
The next HiNoon board meeting will be held on Thursday, June 12, 7:00 at the HIYC (near Zupans). All residents are invited to attend.

o CW 3 complaints about how they were approached when breaking the rules. Need to be more tactful and use a little diplomacy.
