TIME & PLACE: 7:00 PM on Thursday, March 6, 2008 at the Moorage Office (C-7) located at 2630 N. Hayden Island Drive, Portland, Oregon, 97217.

 Order Of Business

o        Cotton wood roots are breaking up driveway.

§         Will rent a trencher to break up roots.

o        Beautification Committee - Ann Weisensee – plans/proposals for this year:

§         Entrance sign & large black or brass “2630” on lighthouse pillars.

§         Replant Oregon grape.

§         Plant the rocky bank area.

§         Hanging Baskets again.

§         Additional planters or hanging baskets.

§         Improve entrance area with plantings or slats in fence

§         Pots on west end finger walk.

§         Improve the area between back garages.

§         Add or replace a few trees in parking area.

§         Trees along driveway need attention.

§         Gazebos need painting.

§         Request before any more signs are added that we allow time to see if traffic behaviors change with the  

o        All signs except 1 have been installed.

o        Steve felt we should put up all signs we’ve already purchased. 

o        #29 requested to do an outside addition – approved by 2 ARC members.

o        Offer from Clyde to fill 3rd position.

o        Offer from Mary Ann but haven’t heard from her directly. 

o        Proposed CCR changes – Mike Maiden

o        Mike passed out copies of 2 proposals

§         Change to 3.2 strengthening Owners’ “property rights” and increasing the value of our investment.

§         Change to 9.1 removing the “Vote Of No effect” when a slip owner doesn’t vote.  Changes the approval level to 66% of votes cast. 

o        1 Dog rule being broken.

§         Mike Williams requested to address the Board – His statement is attached.

§         Pat - motion to pass a moratorium on 1 dog rule and parking situation for CCR committee to present an amendment for consideration on or before next annual meeting. No second.

§         Lorraine – Motion to allow current dogs but new owners had to abide by existing CCRs until CCR committee could get an amendment passed by Sept 30, 2008.  Seconded.  Vote was: 2 Yes, 1 No, and 1 Abstain.  Motion failed.

§         Steve produced a Dock Talk article and minutes from Feb 2006 BOD Meeting about 1 dog rule.  The Board agreed to allow the existing 2 dogs but as a dog expires, an owner must then abide by the 1 dog rule.

§         CW stated that if people wanted something changed, they would have to circulate a petition and get 25% asking for a vote.

To: Board of Directors, West Hayden Island Moorage Mike Williams comments on the "Dog Issue"

Mr. Chairman and members of the board and residents in attendance;

I have a few things to comment on with regard to some of the latest "upheaval" within the moorage community: DOGS!

In the interest of keeping this from becoming a "personal attack" in any ones view I will not name names and keep this as much as possible to the point at hand.

Recently there seems to be a few people who regard the rather calm live and let live life many of us have enjoyed here as something that needs to be corrected! Many of us who live here are very capable of living in the close quarters we inhabit and do all in our power to keep our homes neat, well kept and the noise and possible nuisances to a minimum.

That also includes those of us with Two dogsWe are very aware of the responsibilities of pet owner ship! That includes keeping the "messes" cleaned up, the noise, barking etc., to a minimum and keeping other areas cleaned up as well, i.e., the common areas, walk ways and grounds.

There have been people in and out of our moorage who have had two or more dogs. There are currently at least five households with two dogs. Need I remind anyone there was one household with four in it and another "rental" with two dogs residing in it. They were never confronted, why has this suddenly turned into an issue?!

With that said I have a couple of questions/points to present & make:

1—     Will the moorage elders not allow a home sale to go through if the "family" or potential buyers have two dogs? (but have the financial wherewithal to do so?)

2—     What are you doing to the "salability" of all the homes in our moorage? (Think about the future of the residents.)

3—Think about the reason people move to the river and the general types of people who do; a lot of free spirits who want to express a certain amount of "themselves" in their homes and decor.

4—Let's look at what brought us to the river, the water, air, a lifestyle and a sense of community that is drifting away from this moorage, a key part of its original appeal.

5—I feel as many here do, the two dog issue has become more of an issue than it ever needed to. Yes it is in direct violation of the CC&R's but it was ignored for so long....if you enforce all of the CC&R's to the letter then everyone here needs to be put on notice for one thing or another.

6—Finally, I urge the board and the CC&R committee to amend the CC&R's to allow for "2-dogs maximum per household." Impose fines for barking or other "bad behavior" that is deemed nuisance behavior, there needs to be consequences for a lack of attention to and concern for our neighbors.

It's simple really; a small change and less intrusion into the moorage residents lives will start this moorage on a "return" to what is used to be.
