MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS OF WEST HAYDEN ISLAND MOORAGE OWNERS ASSOCIATION

 

TIME & PLACE:  Tuesday, November 13, 2007, 7:00 PM at the Moorage Office (C-7) located at 2630 N. Hayden Island Drive, Portland, Oregon, 97217.

 

Board Members Present:

 

Order Of Business

 

 

 

o        Walkway Leveling is planned to be done this next weekend (Nov 17)

o        Dye Tests are all done

§         Need to retest #9 – Steve isn’t sure it was tested correctly.

o        Fall Work Party – great success – good turnout in spite of the weather

§         Cleared blackberry bushes.

§         Pressured for moss on curbs & walkways.

§         Planted flower bulbs.

§         Insulated water pipe vault.

§         Sprayed for spiders.

§         Cleaned the storage garage.

§         Repainted lenses on lighthouses.

§         Barbecue was fun.

o        Walt mentioned that he would need to be reimbursed for the insulation for the water vault.

o        CW bought new transformers for some parking lot lights.

o        Roof held up in wind.

 

o        Re-inspection from Harbor Master. – John

§         Awnings were taken care of.

§         Have not heard back from Harbor Master.

§         John was Called about stand pipes inspection and told the fire marshal we had done that last spring.

o        Couple items requested on the budget.

§         Control access through out gate by ingressing vehicles.

§         Mirror on end garage.

§         Speed still an issue – we may want to reconsider speed bumps.

 

o        John was handed a list of issues that he would be addressing this next week.

o        Vacant position – would be making a decision soon – volunteers are.

 

o        Two proposed changes are attached

o        Will be sending out packets about mid-December.

 

o        No report.

 

 

o        Do we need to address the front side? – probably not.

o        What methods are used to dredge? – Bucket scoop, Vacuum, Rake.

o        Do we need to measure under the houses? No but we could measure along side of the houses where the bottom is shallow.

o        What about the milfoil? – Walt suggested that we buy a rake this next spring and do it ourselves.

 

 

 

 

 

 

Attachment 1 – Proposed CCR changes are in bold typeface. These changes are to be presented to the membership for vote prior to the annual meeting.  Both will require a 75% approval in order to pass.

 

Eave/roof setbacks

                        5.2.5    A setback from the deeded property line of five (5) feet will be maintained from a side wall and four (4) feet will be maintained from a roof, awning overhang, or upper deck of each Houseboat except that no setback shall be required on the west side of Moorage Spaces 29 and 30 or the east side of Moorage Spaces 1 and 56. 

 

Walkway obstructions

                        5.2.9    Other than encroachments due to ordinary movement of the dock, no encroachments beyond the designated Moorage Space dimensions will be allowed.  No personal property shall be placed on or over any portion of the common areas except that small planters, decorations, and transition ramps may be placed on the wood fascia (whaler) boards of the common walkways.  Such personal items may not extend onto or over the concrete portions of the walkways.
