o VP Taylor called the meeting to order and announced that with 3 Board Members present, a quorum was established.
The Chair made an announcement concerning comments & questions from Non-BOD members at a BOD meeting.

Adoption of Rule 11 – Access Devices
Walt presented Rule 11 for adoption.
Attached as attachment 1.
Moved & seconded to adopt Rule 11 as written.
Motion passed unanimously.
Walt explained that he would now rewrite the Agreement Form to address Rule 11.
Raymond – asks board to try to control parking.
Pat responded that a fair percentage of owners that don’t think it’s a problem.
Commercial vehicles have been allowed as well because garages can’t fit larger vehicles. This is a compromise.
Walt stated that we do have rules governing parking vehicles outside more than 72 hours but it’s a fleeting proposition – people just move their vehicles.
CW stated what we dealt with this when we took over but everyone parked their trailers in the garages and parked their vehicles outside.
Esther asked to be allowed to canvass members about a garage sale. The board gave approval for her to ask the members if they are interested and/or how they feel about it.
The chair asked Esther if she would reserve her condo association meeting room for our annual meeting. Cost - $25.00

Amendment to the Rules of
West Hayden Island Moorage Owners Association
Rule 11. Access devices including Access cards and Remote transmitters shall be used to gain access through the vehicle gate.
11.a. The owner of each moorage space is authorized 2 Access Cards at no charge and 2 Remote Transmitters at the current price of $25.00 per Remote.
11.a.1. These access devices are intended for use by slip owners and their immediate family. They will be registered in the access control database as assigned to the owner(s) or family members. An access device may be registered to more than 1 family member or resident.
11.a.2. If the access device is to be issued to a non-resident such as a house keeper, maid, chef, etc. the owner must provide notification to the BOD as stated in rule 11.d. below.
11.b. A “convenience fee” of $100.00 will be charged for additional Access Cards and Remotes beyond those authorized under Rule 11.a. In the case of Remotes, the current price of the Remote will be charged in addition to the “convenience fee”.
11.c. The BOD may be petitioned for special circumstances to request relief from the “convenience fee”.
11.d. In any case, if an access device is intended to be issued to a non-resident or to someone other than an immediate family member:
11.d.1. It must be justified to the BOD.
11.d.2. The owner must provide the name of the intended recipient along with the expected times of access. This information will be placed into the database to identify that person in the access reports.
11.d.3. The owner must instruct the recipient on the rules for its use including what constitutes abuse.
11.e. What constitutes abuse: Any act to circumvent the purpose of the gate access control system whether or not intentional shall constitute abuse.
11.e.1. The intended purpose of the access control system is to (i). Control the entry of vehicles and (ii). Identify those individuals gaining access through the use of the access devices.
11.e.2. A holder of an access device must not “loan” the device to another person without prior coordination with the BOD.
11.e.3. A holder of an access device that wishes to “train” his/her vehicle remote entry system with that device must notify the board of their intention to do so.
11.e.4. Nothing in this rule shall prevent the holder of an access device from loaning his/her vehicle to a third party and subsequently allowing the third party to gain access through the use of the device located in that vehicle.
11.f. The penalties for abuse of the access control system shall be a fine of up to $500.00 and or deletion of all access devices except 1 card held by that owner.
