Call to Order; Determination Of Quorum
o The President called the meeting to order and announced that with four out of five Board Members present, a quorum was established.
Reading & Approval Of The Minutes Of Previous Meeting
The Secretary passed out minutes of the Board Meeting of January 5, 2006.
Moved and seconded to accept Minutes.
Vote on motion passed unanimously.
The Secretary passed out minutes of the General Membership Meeting of January22, 2006.
Moved and seconded to accept Minutes with one minor typo correction.
Vote on motion passed unanimously.

In the absence of the Treasurer, the Board dispensed with a report.

Standing Committee Reports
Facilities & Grounds
o Roof Repairs – More roof repairs had to be done, haven’t received bill yet.
o Dye Tests – President will put a short statement in the newsletter.
§ Plan is to open up 3 Saturdays and get to as many homes as possible.
§ If owner will not be available any of the 3 Saturdays, they will be asked to schedule it for a time in the evening.
o New Walkway Lights
§ 32 needed but 36 were ordered.
§ As soon as they come in. work will start.
o Have received questions on 2 concerns:
§ Parking problems – Rules committee will address.
§ Pet problems – President will put a short article in the newsletter advising pet owners that the County can send a fine based on a photo of an animal off leash.
Fire, Security And Safety
o Fire concerns
§ Will investigate costs of a pump and a length of hose at each ramp.
§ Will add a fire extinguisher on the parking lot side of each gazebo.
o Gate Work
§ Replaced loop sensor didn’t solve problem.
§ We need to tell repairman that we can’t keep allowing him to make “repairs” on what he “thinks” is the problem.
§ Get an estimate for cameras to monitor the gates.
§ Possibly use high speed Internet to provide camera feeds to homes and recorders – May also provide WIFI to homeowners.
Architectural Review
o Board was presented with plans on several homes for approval.
§ #40 – Moving home in – Approved.
§ #56 – Making improvements – Approved.
§ #30 – ARC must review measurements before approval.
§ #41 – Moving new home in – Approved.
§ #24 – Moving new home in – Approved.
o All are conditioned that setback rules must be maintained.
By-Laws, CC&Rs And Rules
o Amendment to CCRs and By-Laws – Board was shown a draft of the CCR amendment – will work on completion

§ Set up a fine structure
§ Speeding - use as an example for fine structure to present to Attorney
o President will put a notice in the newsletter about limits of number of pets.
§ Existing pets would be allowed to remain.
§ Owners cannot exceed pet limits once a pet has passed on.

Questions for Attorney
Membership Cert vs. Deed of Sublease
o Recommends leaving as is.
o Secretary has been working on correcting un recorded Deeds of Sublease
Property Taxes Assigned to Owners
o Said he wasn’t a tax attorney.
o Secretary brought up IRS ruling that gave owners right to deduct their share.
Collection Process for Unpaid Assessments
o His response was more a sales pitch that he provides a collection service.
o Motion to table because it is not an issue any more.
o Seconded and passed unanimously.
Owner’s Proof of Insurance
As of 1 Feb – 25 slips current
Have rules committee set fine for failure to comply.

County Assessor’s Request for Information Verification
Privacy act issue
Motion to provide info to county failed for no second.
Motion to deny County info based on privacy act issues.
o Seconded and passed unanimously.
Motion to have Secretary notify County that we won’t give out info.
o Seconded and passed with 3 Yes and 1 No vote.
Safety Rails
Install on transition plate (6’) at East ramp.
Install along entire finger walk at West ramp.
Price would be Approx $3000 or $26.25/Ft.
Speed Bumps
The Rules committee will address speeding in the “Fines” structure.
Motion to not invest in speed bumps until fines are collected to pay for them.

Corporation Registration
We are still waiting for paperwork from the State.
V.P. Weisensee suggested we have an alternate checkbook for when the Treasurer is not available.
Secretary will coordinate with Treasurer to get a second checkbook.
Hayden Island Business Park
Questions have been raised about what relationship we have with them.
By easement we are obligated to contribute to their operating expenses
President will contact them to get more information.
Other New Business
V.P. Weisensee produced an article about a new law requiring Condominiums and Planned Communities to have a long-range maintenance plan to protect a community from financial hardships.
o Our Moorage was not formed under either of these 2 chapters.
o While we aren’t under any obligation to do so, we still want to address our long-range maintenance goals.
