MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS OF WEST HAYDEN ISLAND MOORAGE OWNERS ASSOCIATION

 

TIME & PLACE:  Thursday, June 2, 2005, 7:00 PM at the Moorage Office (C-7) located at 2630 N. Hayden Island Drive, Portland, Oregon, 97217

 

Board Members Present

 

Order Of Business

 

o        The President called the meeting to order and announced that with all five Board Members present, a quorum was established.

 

 

 

§  Facilities & Grounds

o        Lights for walkway replaced but broken lenses were not

o        Sewer line at #30 will be fixed by Dave Hoselitz – Cost ~$300

o        West ramp landing floatation was discussed – add floatation was not total solution.

§  1 suggestion was using an air bladder.

§  Dredge permit was a standing permit .

o        Flower baskets were placed at gazebos by Pat and Paul.

o        Landscapers were told to reprogram sprinklers.

§  Looked into a moisture sensor.

§  New unit would cost $270 + $400 install + 200 for electrician.

§  Steve expressed misgivings about installing unit ourselves.

o        Steve talked about plans to upgrade a couple locations along the fence.

§  Trailer Park – Best solution may be to grow a hedge/arbor vita

o        Plans to repaint parking lot lines - Discussion

o        Piling covers – Discussion and get 3 bids

o        President suggested that all committee reports be provided in soft copy

o        Try to schedule replacement of walkway lights on a replace as needed basis until at 50% the replace rest.

§  Fire, Security And Safety

o        Steve & John Nelson will ask Fire Department to help set rules for hazards.

o        Speeding through parking lot.

§  Place letter in gazebos warning of violators

§  Place 15 MPH Sign at Gate.

§  Send letter to flagrant violators.

o        Reinforce security along fence in 3 locations

o        Gate will get a new security alarm that will sound loudly if gate is broken into

o        Steve suggested we try to write a safety manual similar to other moorages.

§  Architectural Review

o        We have received all documents from HIAO and will go through files on homes for ARC related requirements.

o        Side note:  File proof safe needed for files – check PGE surplus

o        Policy will be that if established guidelines aren’t met, ARC will refer issue to board for further decision

§  By-Laws, CC&Rs And Rules

o        Elected Jimme’ Peters as chair

o        Weekly meetings

o        4 areas of interest

§  Parking problem

§  Pets

§  Construction projects, rubbish on walks and houses

§  Short term parking/ load & unload

o        Working on some definition additions

o        Working on modifications to pets section

§  Violation & Adjudication

o        Purpose and Procedures offered to board.

o        Board Discussed but made no decision to accerpt.

Meeting suspended until June 16, 2005, 7:00PM

o        Payment of Repairs incurred by an individual owner.

§  Not unless we are at fault.

§  Adjudication committee to determine fault.

§  Secretary to write a resolution.

o        Bids on projects

§  Emergency repairs - must expedite without bids.

§  Non Emergency projects – get 3 bids.

o        Real Estate Sales

§  John will call all (3) realtors and advise that gate will remain closed during open houses.

§  Lock the electrical box at the gate.

o        Gate codes

§  Clear out all known extra codes.

§  Multiple phone numbers so gate code doesn’t get given out so freely.

§  Discussion on requirement for everyone to have remote gate operator.

§  Max of 3 phone numbers per slip

o        Desire for an Annual Work Day

§  Every one must Participate

§  F & G committee to put together a list of projects

§  Tie into barbeque

§  Motion to have 2 work parties within the next year, work to be determined beforehand.  Seconded, voted and passed unanimously.

o        Plan Events

o        Schedule garage sales, Etc.

o        Approval from board

o        Nominated Leslie Williams and Inez West to pursue.

o        We have a partial list started by Becky

o        3 efforts going on

o        Skip, Pat, Becky

o        Get from web page

o        Have Social committee take care of it.

o        Whoever takes care of it must find a replacement.

o        Board has no action other than to condone.

o        Dock Carts – not unless advertiser pays for all carts

o        Bulletin Boards – F&G will build new, locked BBs, policy to be:

§  Postings must go through Board member

§  Advertisements for items for sale by WHIMOA members only.
